Preheat oven to 350°F. Grease two 9-inch round cake pans with oil and line bottoms with parchment paper.
In a large bowl, whisk together flour, sugar, baking powder, baking soda, salt, cinnamon, nutmeg, and ginger.
In a separate bowl, mix milk, oil, eggs, and vanilla extract until well combined.
Gradually add the wet ingredients to the dry ingredients. Mix on medium speed for 2-3 minutes until smooth.
Pour batter evenly into prepared pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
Place one cake layer on a serving plate. Spread with half the icing. Top with the second cake layer and cover with remaining icing.
