Mix granulated sugar with a pinch of salt in a shallow dish. Rim the tall glass by dipping the edge in water, then coating with the sugar mixture. Set aside.
In a glass shaker, gently muddle 5 mint leaves to release their aroma without bruising them excessively.
Add blue curaçao, lemon juice, and simple syrup to the shaker with muddled mint. Shake vigorously for 15 seconds.
Strain the mixture into the prepared glass using a fine mesh strainer to remove mint bits. Top with sparkling water.
