In a large mixing bowl, combine warm milk, sugar, and yeast. Let sit 5-10 minutes until foamy.
Add flour, salt, and melted butter to the yeast mixture. Mix until a shaggy dough forms.
Cover the bowl with a damp cloth. Let rise in a warm place (75-80°F) for 45-60 minutes, until doubled in size.
Punch down the dough. Divide into 24 equal portions. Roll into balls and place on a parchment-lined baking sheet.
