Lightly coat the slow cooker with non-stick spray. Melt butter in a small bowl, then mix with flour (if using) to create a roux.
In a bowl, combine heavy cream, milk, garlic, salt, pepper, and the butter roux. Stir until smooth.
Place half the potatoes in the cooker, overlapping slightly. Sprinkle with half the cheddar and mozzarella. Repeat layers.
Add the cream sauce evenly over the potato layers. Top with remaining cheese.
Cover and cook on LOW for 6-8 hours or until potatoes are tender and golden on top.
Let rest 10-15 minutes. Use a spatula to gently lift the sides for easier serving.
