In microwave-safe bowl, microwave chocolate chips in 30-second increments. Stir until melted (about 1 minute total). Alternatively, use double boiler over simmering water.
Pour molten chocolate into 24 mini cupcake liners or paper cups. Fill each about 2/3 full. Tap gently to remove air bubbles. Chill 10 minutes to set shells.
Combine peanut butter and powdered sugar in bowl. Add vanilla. Stir until smooth and spreadable.
Add 1 tsp peanut butter mixture to each chocolate shell. Add pinch of sea salt. Cover with remaining melted chocolate (about 1 tbsp). Tap cup gently to remove bubbles.
Chill until firm (2 hours minimum). Store in airtight container. Serve with additional sea salt on top if desired.
