In a small bowl, combine warm milk, sugar, and yeast. Let sit until foamy (5-10 minutes).
In a large bowl, combine flour, salt, and softened butter. Add yeast mixture and mix until a dough forms.
Cover dough and let rise in a warm place for 45 minutes or until doubled in size.
Punch down dough. Roll into 12 equal portions. Shape into balls and place on a parchment-lined baking sheet.
Cover and let rise for 20 minutes. Brush with melted butter and sprinkle garlic.
