In a clean mixing bowl, add egg whites, salt, and cream of tartar. Using a stand mixer, whip on medium speed until soft peaks form.
With the mixer running, slowly add granulated sugar, one tablespoon at a time, until stiff, glossy peaks form. Add green food coloring and vanilla extract, then whip for an additional 2 minutes.
Transfer meringue to a piping bag fitted with a ½-inch star tip. Pipe 12 Christmas tree shapes (3-4 inches tall) onto a parchment-lined baking sheet, spacing them 2 inches apart.
Bake at 200°F (95°C) for 1 hour. Turn off the oven and let meringues cool completely inside (about 1 hour) to prevent cracking.
Dust cooled meringues with powdered sugar and press 2-3 gold dragees onto each tree for decoration.
