In a mixing bowl, combine cream cheese, butter, Parmesan, parsley, chives, garlic, salt, pepper, and garlic powder. Mix until smooth, then stir in heavy cream for a creamy texture.
On a floured surface, roll each puff pastry sheet into a rectangle (12x16 inches). Use a 2-inch round cutter to create 24 circles. Place circles on parchment-lined baking sheets.
Place 1/4 tsp of the filling on half of each pastry circle. Fold the other half over to form a half-moon shape. Press edges with a fork to seal.
