Line 24 mini muffin cups with paper liners. In a large bowl, whisk together flour, baking powder, cinnamon, nutmeg, and salt.
In a separate bowl, combine pumpkin puree, oil, sugar, egg, and vanilla. Mix until smooth.
Gradually add dry ingredients to wet ingredients. Mix until just combined (no overmixing).
Divide batter evenly between prepared muffin tins. Bake at 375Β°F (190Β°C) for 12-14 minutes, until toothpick inserted comes out clean.
In a small bowl, mix 1/2 cup (115g) softened butter, 1 1/2 cups (180g) powdered sugar, 1 tsp vanilla, and 1 tbsp milk until smooth.
Once cupcakes are cooled, pipe frosting on top and sprinkle with rainbow sprinkles.
