In a stand mixer, whip egg whites on medium speed until soft peaks form. Gradually add granulated sugar and whip to stiff, glossy peaks.
Gently fold sifted dry ingredients into whipped egg whites in three batches until smooth. Transfer to a piping bag and pipe 1½-inch rounds onto parchment-lined baking sheets.
Let piped macarons rest 30 minutes until a skin forms. Bake at 300°F (150°C) for 18-20 minutes. Cool completely before filling.
Beat butter, heavy cream, milk, and vanilla until smooth. Fold in matcha powder until fully incorporated.
Pair shells by size. Pipe a dollop of filling onto one shell and sandwich with another. Dust with matcha powder before serving.
