Place eggs in a single layer in a hard-boiled egg cooker. Add water to the base, cover, and steam for 10 minutes. Transfer to ice water to cool completely.
Peel cooled eggs and slice in half lengthwise. Remove yolks to a bowl. Add mayonnaise, mustard, salt, pepper, and lemon juice. Mash until smooth.
Mix shredded cheese with melted butter and flour until crumbly. Shape into small shards (1-2 cm pieces) and place on parchment-lined baking sheet.
Bake cheese shards at 350°F (175°C) for 8-10 minutes until golden and crisp. Let cool completely on wire rack.
