In a large bowl, combine flour, sugar, baking powder, and anise seeds. Add cold butter cubes and use a pastry blender to work it into the dry ingredients until the mixture resembles coarse sand.
Add eggs, milk, and orange zest to the dry mixture. Stir until a shaggy dough forms. Knead gently on a floured surface for 2-3 minutes until smooth.
Wrap the dough in plastic wrap and refrigerate for 15 minutes. This makes it easier to roll out and shape.
Roll out the dough to 1/4-inch thickness. Use a 3-inch round cutter to cut out buns. For the signature "huesitos", fold each round in half to form a crescent shape.
Preheat oven to 375°F (190°C). Brush buns with a thin layer of melted butter. Bake for 10-12 minutes until golden brown.
While warm, brush buns with orange-sugar glaze (powdered sugar + orange juice). Top with marigold petals or orange zest for decoration.
