Place eggs in a saucepan and cover with cold water. Bring to a boil, then reduce heat, cover, and simmer for 10 minutes. Transfer eggs to ice water and chill for 10 minutes.
Peel and halve the eggs. In a bowl, mash the yolks with mayonnaise, mustard, paprika, salt, and pepper until smooth. Spoon the mixture into a piping bag or resealable bag with a corner snipped.
In a shallow dish, mix flour and ½ teaspoon salt. In another dish, beat the milk. Dip each egg white half into flour, then milk, then breadcrumbs to coat evenly.
Heat ½ inch of oil in a non-stick skillet over medium heat (350°F). Fry the coated egg whites for 2-3 minutes until golden and crispy. Drain on paper towels.
