In a small saucepan, combine 1 cup sugar and 1 cup water. Add 4-5 fresh rosemary sprigs and bring to a simmer over medium heat. Stir until the sugar dissolves completely, then remove from heat and let steep for 30 minutes. Strain through a fine-mesh sieve and let cool completely.
Fill 8 tall glasses with ice cubes. Pour Β½ cup cranberry juice into each glass, followed by 2 tablespoons of the rosemary simple syrup.
Top each glass with Β½ cup chilled sparkling water. Add a rosemary sprig and cranberries for garnish. Serve immediately.
